Opportunity Council’s Conservation Education program provides clients from Whatcom, Island and San Juan Island counties the tools, information and referrals to identify ways to conserve energy and water, save on residential energy and water bills, and improve indoor air quality, health and safety. 

The Conservation Education Specialist (ConEd Specialist) supports the success of Opportunity Council’s Conservation Education program by providing administrative functions such as database management, record keeping, and completing complex screenings to verify a household’s eligibility for services. The program is looking for candidates who want to use their administrative talents, eye for detail, and organizational skills to make a positive impact. 

We encourage candidates interested in community engagement to apply; The ConEd Specialist facilitates client participation in the program by connecting with the community through the organizing workshops, program marketing activities and other outreach. Similarly, the ConEd Specialist conducts home visits to assess homes for potential weatherization projects and provide educational resources to clients.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES: 

  1. Provides in-office and in-home Conservation Education services to eligible community members in Island, San Juan and Whatcom counties.
  2. Conducts visual assessments on homes for potential Weatherization projects.
  3. Conducts screening eligibility interviews for Weatherization and Home Repair services.
  4. Provides administrative services including conducting an intake to verify an applicant’s eligibility for services, reviewing completed applications to confirm eligibility, scheduling for their own home visits and workshops and maintaining detailed records across several databases.
  5. Conducts program outreach and marketing activities to facilitate participation in programs for Island, San Juan and Whatcom counties.
  6. Orders and coordinates refrigerator replacements and installs low-cost, no-cost conservation measures during Conservation Education home visits.
  7. Provides leadership to Energy Assistance staff around Energy Assistance, Weatherization and Home Repair programs, including maintaining extensive and current knowledge regarding eligibility requirements for program clients.
  8. Provides agency and community information and referrals.
  9. Works collaboratively with Home Improvement Department production staff and Conservation Programs Coordinator to ensure that appropriate numbers of clients are served.
  10. Performs a variety of moderately complex and administrative functions, including record keeping, database management, and related reports generation and assists with program and project development.
  11. Conducts research regarding latest energy and water conservation techniques, practices, and information.

EDUCATION/EXPERIENCE REQUIRED:

1. Experience in administrative functions such as; record keeping and database management.
2. Must be proficient in word processing, spreadsheets, and database applications.
3. Experience working in adult education, anti-poverty work and/or energy-related work preferred.

Additional Requirements:
1. Must have valid Washington State Driver’s License or obtain by date of hire.
2. Must submit driving abstract (record) for last three years prior to start date and be insurable under Opportunity Council’s insurance policy.

Opportunity Council’s Community Energy Challenge (CEC) provides equitable access to energy efficiency resources so our communities can improve housing conditions and address climate change. The CEC Home Energy Advisor is on the front lines improving access to energy efficiency resources by providing homeowners with information and inspiration to improve their home’s energy performance. The CEC Home Energy Advisor position focuses on performing comprehensive home energy audits, including identifying appropriate funding sources and available rebates for homeowners. After completing a home energy audit, the HEA presents the homeowner with a comprehensive plan that includes a description of the work needed to improve their home energy performance, financing options, and available rebates. If the homeowner proceeds with the work, the HEA serves as the liaison between the homeowner and the CEC during the project, inspects the completed project, and closes the completed project file.

Essential Duties and Responsibilities

  1. Acts as lead in the dissemination of information and development within the Community Energy Challenge.
  2. Performs comprehensive home energy audits, including visual assessment, blower door testing and other analysis.
  3. Provides energy conservation and maintenance education to participating homes along with developing the scope of work for the project.
  4. Writes project specifications and consults with homeowner on collecting bids from qualified contractors. Monitors work in progress as needed. Secures needed inspections.
  5. Confirms contractor understanding of weatherization techniques and standards, lead safe work practices and BPI protocols.
  6. Acts as agency liaison for participating households during the “in progress” phase of their weatherization project.
  7. Schedules and performs quality assurance inspections for energy efficiency retrofit work.
  8. Performs or coordinates the “in progress” and final inspection process of their designated projects.
  9. Works as part of team to develop and maintain a project completion production schedule.
  10. Manages, files, and monitors project costs and compliance with funding source rules.
  11. Completes and submits purchase orders, material and tool requests and completed project files.
  12. Responds to calls or complaints regarding projects.

Other Duties and Responsibilities

  1. Provides leadership, coordination and technical expertise for special projects administered by the Community Energy Challenge.
  2. Attends regularly scheduled staff meetings and trainings.
  3. Participates in development and delivery of safety topics for monthly safety meetings.
  4. Participates in meetings, trainings, contract training and program planning.
  5. Maintains up-to-date technical knowledge of energy modeling software and building performance techniques.

Education and Experience Required:

We’re hiring an Insulator with at least 5 years of experience in residential insulation.  The ideal candidate will have significant experience working with the Washington State Department of Commerce Low Income Weatherization Specifications.  The work includes air sealing, ductsealing, installing vapor barriers, insulating stick built and mobile homes, dense packing walls, blowing cellulose and fiberglass loose fill, installing bath fans, doing blower door tests, and completing paperwork including diagnostic and combustion safety forms.

Duties

  • Create a safe, professional work environment for team members, clients and the public.
  • Interact with customers in a polite, professional manner.
  • Perform all aspects of insulation, including floors, walls, attics, and testing to DOC specs.
  • Work with operations manager to complete insulation projects as assigned.
  • Supervise apprentice crew members.
  • Safely and efficiently use power tools including chop saws, drills, table saws, etc. as well as hand tools.
  • Lift, carry, and push heavy items (up to 60 pounds).
  • Work effectively in dark, dirty, cramped spaces; work is often performed in crawl spaces and attics.
  • Assist other team members as needed.
  • Safely drive a company truck through narrow, hilly residential streets.
  • Maintain accurate paperwork.
  • Carry out written and verbal instructions.
  • Other duties as assigned.

Experience needed

  • At least 5 years of job experience

You are one of the biggest parts of our customer’s journey. We specialize in existing home weatherization, so no new construction. Position Details
Voucher Processing. Process all types of HomeWise vouchers promptly and accurately. Monitor weekly for intents and affidavits, ensuring timely processing of payments within 2 weeks of completed documentation.
Single-family Weatherization Bid Price List. Update the list semi-annually to align with L&I Prevailing Wage updates.
Grant Budgets and Monitoring. Collaborate with program manager to prepare grant budgets and ensure accurate updates in HomeWise Database (HWDB). Monitor grant expenditures and coordinate with Finance and Auditors to ensure projects adhere to grant timeframes.
Databases and Data Entry. Manage HWDB system enhancements, data processing, and hardware/software needs. Act as project manager for systems design, development, and implementation projects. Coordinate data entry tasks, including uploading data to various databases (e.g., WIDS, ECOS). Serve as liaison with external agencies (e.g., Washington State Commerce, PSE) for data-related matters.
