We’re hiring an Insulator with at least 5 years of experience in residential insulation.  The ideal candidate will have significant experience working with the Washington State Department of Commerce Low Income Weatherization Specifications.  The work includes air sealing, ductsealing, installing vapor barriers, insulating stick built and mobile homes, dense packing walls, blowing cellulose and fiberglass loose fill, installing bath fans, doing blower door tests, and completing paperwork including diagnostic and combustion safety forms.

Duties

  • Create a safe, professional work environment for team members, clients and the public.
  • Interact with customers in a polite, professional manner.
  • Perform all aspects of insulation, including floors, walls, attics, and testing to DOC specs.
  • Work with operations manager to complete insulation projects as assigned.
  • Supervise apprentice crew members.
  • Safely and efficiently use power tools including chop saws, drills, table saws, etc. as well as hand tools.
  • Lift, carry, and push heavy items (up to 60 pounds).
  • Work effectively in dark, dirty, cramped spaces; work is often performed in crawl spaces and attics.
  • Assist other team members as needed.
  • Safely drive a company truck through narrow, hilly residential streets.
  • Maintain accurate paperwork.
  • Carry out written and verbal instructions.
  • Other duties as assigned.

SEATTLE, WA

The mission of the Seattle Office of Housing is to build strong healthy communities and increase opportunities for people of all income levels to live in our city. As part of that mission, the Office of Housing weatherization program provides free energy efficiency audits and upgrades to low-income residents in the city through a combination of state, federal and local utility funding. To help continue the success of that program, we are looking for a Property Rehabilitation Specialist to conduct home energy audits and provide project management for low-income single-family projects. Potential projects in the future may include multi-family properties for building owners that are looking for energy efficiency upgrades.

THE JOB

In this position, you will work with homeowners to conduct energy audits of single-family buildings, develop scopes of work in conjunction with funder policies and procedures for the single-family properties, and provide technical assistance to the property owner during construction. In addition, you’ll have the opportunity to work with a diverse population of property owners and tenants to answer questions about the program, energy efficiency upgrades and the construction process. What Do You Need?

You will be successful in this role if you are comfortable:

Using your skills to improve the health, safety, and energy savings for Seattle residents.
Acting as a project manager to ensure that contractual timelines are met and all stakeholders are kept apprised of the status of scopes of work for weatherization projects.
Providing excellent customer service while working with property owners and managers to explain the weatherization process, negotiate scopes of work and answer questions.
Helping to resolve issues and disputes with contractors and/or building owners during the construction process.
Working with databases to enter data/information and create project records and work orders.
Your effectiveness in this role will depend on your ability to:

Organize work, set priorities, and exercise sound professional judgement in the field.
Build relationships with property owners and educate them about resources available through the weatherization program. Ensure that all projects meet requirements, standards, regulations, and codes across multiple groups, both internally and externally.

Review and approve contractor invoices and change orders prior to inspection.
Communicate effectively with supervisors on the progress of all projects, especially as related to funding deadlines. Proactively identify potential issues and brainstorm solutions with the weatherization team.
Perform progress inspections and work with contractors to ensure compliance with program requirements, regulations, and codes; approve changes to the scope of work or extensions to contractual timelines; and complete closing construction documents
Communicate regularly with your supervisor to prioritize projects, provide status updates, and troubleshoot issues.
Maintain written documentation of project developments, actions or issues; provide appropriate documentation for review of claims by the Law Department, as requested; and keep management apprised of problems or issues.
Prepare and present energy audit report, including technical and financial analyses. Reports must speak to a variety of audiences, including OH asset management, maintenance staff, C-level executives, and funders.
Enter, maintain, and pull information from database software. Utilize Microsoft Office programs for communications, information sharing, and project tracking.
You will feel prepared to take on this role if you have experience in:

Computer experience with knowledge and experience working with Microsoft Office programs.
Working with a database.
Washington State Low-Income Weatherization Program or other energy efficiency programs targeting low-income households.
Using TREAT building modeling software or other DOE-approved energy audit software to determine cost-effectiveness of proposed work.
Conducting energy audits and recommending appropriate weatherization scopes of work.
Working on single-family building rehabilitation projects.
Reading, understanding, and interpreting construction plans and observing and analyzing the status of work in the field.

Salary: The full salary range for this step-progression position is $47.76/hour – $55.79/hour. New employees begin at Step 1 of the pay progression, which is $47.76 hourly. Current City employees’ starting rate of pay will be based on the Personnel Rules regarding promotions.

Voucher Processing. Process all types of HomeWise vouchers promptly and accurately. Monitor weekly for intents and affidavits, ensuring timely processing of payments within 2 weeks of completed documentation.
Single-family Weatherization Bid Price List. Update the list semi-annually to align with L&I Prevailing Wage updates.
Grant Budgets and Monitoring. Collaborate with program manager to prepare grant budgets and ensure accurate updates in HomeWise Database (HWDB). Monitor grant expenditures and coordinate with Finance and Auditors to ensure projects adhere to grant timeframes.

  • Required: Some combination of education and experience totaling four years’ experience in all phases of residential construction planning and management such as preparing bid documents and awarding contracts. Including at least 2 years of supervisory experience.

Work Environment and Physical Requirements

This position is primarily performed in an office environment but requires regular local travel to residential and multi-family work sites. Occasional domestic air travel may be required. Work is performed in seasonal heat and cold and may include entry into confined spaces such as attics and crawl spaces. The position may require working on rooftops and in other potentially hazardous areas.

Employees may be exposed to dusty, wet, muddy, poorly ventilated, and occasionally unsanitary conditions, as well as fumes and substances including paint, solvents, and other construction-related materials.

Position Summary: Supports Weatherization improvements by making home improvements to single-family homes, multi-family housing, and mobile homes. Provides onsite training, inspections, and other related functions. Completes work on job sites as needed.

Principle Duties and Responsibilities:

1. Conducts inspections of work in progress and final inspections once work is completed. Ensures all work is completed according to all applicable building codes, fire code, Dept. of Commerce and SNAP’s specifications and quality standards; and done at an approved and justifiable cost.

2. Interacts and works with clients in a professional manner, assesses client needs, makes appropriate referrals, and exemplifies agency commitment to helping people.

3. Responsible for general effectiveness, efficiency, and achievement of production goals by careful planning and coordinating of field work to achieve the general monthly and annual program goals and adherence to agency goals and policies.

4. Responsible for security and maintenance of equipment used in the Weatherization department.

5. Responsible for instructing clients and office personnel in energy conservation and residential heating health and safety issues.

6. Continually monitors job site activities to ensure they are safely performed and in compliance with SNAP’s policies and procedures including lead-safe weatherization RRP specifications.

7. Assists Technical Services Coordinator in providing technical, procedural, and policy direction and assistance to Housing Improvements Technicians on-site.

8. Reports job-site concerns, performance issues, and hazardous conditions to supervisor.

9. Coordinates acquisition of tools, materials, and supplies with Technical Services Coordinator and the Data & Materials Specialist.

10. Conducts blower door, duct testing and other diagnostic tests as needed.

11. Evaluates and resolves onsite technical problems. Notifies supervisor of job site problems.

12. Completes required paperwork in a timely, accurate, and legible manner.

13. Works with coworkers and volunteers to promote a positive, respectful, and productive working environment, while protecting client confidentiality and dignity.

14. Within the context of the stated principal job duties, serve as ambassador of SNAP’s mission and values

15. Completes assigned projects and performs related duties as assigned or the situation dictates.

16. Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency.


Requirements:
Education and Experience
• Required: High School or equivalent and five years of experience in all phases of minor home repair and/or weatherization work including two years of Supervisory experience.
• Working knowledge of natural gas, LP gas, fuel oil, and electric heating systems and of all codes applicable to HVAC system and installations.
• Utilize departmental software including TREAT, Birdseye and other specialized software.
• Skilled in the use of computers for email, creation, and manipulation of Windows, Databases, and Microsoft Office.

• Preferred: AA Degree, seven years of experience in all phases of minor home repair and/or weatherization including three years Supervisory experience

Knowledge, Skills, and Abilities
• Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information
• Knowledge of basic carpentry, plumbing, electrical, weatherization, and structural repair techniques, tools, materials, and safety requirements
• Knowledge of or ability to learn weatherization skills for single- and multi-family homes, as well as mobile homes
• Knowledge of or ability to learn weatherization theory, installation techniques, and specifications
• Ability to safely use construction and insulation tools, materials, and equipment
• Ability to install doors and windows
• Strong communication and interpersonal skills, with emphasis on effectively working in a team environment and with a diverse population
• Ability to complete paperwork in a legible manner

Training and Certifications
• Ability to be certified for respirator use and to participate in annual lead exposure testing
• Safety training (ongoing)
• Valid drivers license and satisfactory driving record
• Completes classes in Lead Safe Weatherization and asbestos, containment and cleanup
• Building Performance Institute QCI certified or able to become certified within 6 months


Work Environment/Physical Activities:

This position requires working in seasonal heat and cold. Must be able to safely perform physical aspects of the job including lifting up to 85 pounds, pulling, transporting, handling equipment and materials, crawling, and using step ladders. Frequently works in confined spaces, such as beneath floors and in attics and crawl spaces. May require working on rooftops and other potentially hazardous areas. May be exposed to dusty, wet, muddy, poorly ventilated and occasionally unsanitary environments. May be exposed to fumes and substances including paint, solvents, and other materials.

WHAT WE’RE LOOKING FOR
*This is a fully remote position for a candidate located in or willing to relocate to the greater Spokane, WA area within 30 days of acceptance for this role. The role requires the ability to travel approximately 25-30% of the time for site inspections, with limited overnight travel. The geographical area assigned to this position includes a 100-mile radius with Spokane, WA at its center.

C+C is looking for a highly motivated, outgoing engagement professional to join the C+C Utility Solutions Team in support of Avista’s Home Insulation Program (HIP) throughout Eastern Washington and Northern Idaho. HIP consists of recruitment, training and management of a Trade Ally Network of insulation and weatherization contractors. Daily responsibilities include project reviews, onsite inspections and Trade Ally support as well as administrative program functions (i.e. reporting and drafting market communications). To thrive at this position, you have a passion for building relationships with different kinds of people, are an excellent verbal and written communicator, have a familiarity with working in the trades, and are BPI or RESNET certified. Given the physical nature of the field work required, you must be able to safely lift up to 35 lbs, carry equipment, transport and climb a 10ft or retractable ladder to access attic spaces, and work in confined spaces to measure insulation and confirm air sealing.

The Avista HIP Residential Energy Inspector will receive extensive on-the-job training in weatherization field engagement, QC inspections, Avista’s HIP requirements, customer engagement and social marketing.


RESPONSIBILITIES
• Develop and maintain strong relationships with market actors, rooted in genuine curiosity and concern for the partners’ motivations and business practices
• Ensure that we meet or exceed all metrics and goals for the projects assigned
• Engage with partners to identify market barriers and key drivers to deliver solutions that motivate partners to promote Avista’s program
• Ensure partners are properly educated about Avista’s programs, services and promotional products so information can accurately be relayed to the market
• Deliver program and product trainings
• Work with partners to maximize promotion and sales of Avista rebated weatherization upgrades, specifically insulation and air sealing in single family and multifamily homes.
• Ensure accurate Trade Ally reporting of weatherization upgrades through in-field inspections and daily project reviews
• Regularly report partner engagements, on-site visitations, trainings, and outreach event results
• Identify and communicate market trends, insights and potential risks to team and client
• Maintain, enhance and document Avista’s relationship with all program participants
• Develop monthly, quarterly and other metric reporting as needed for clients
• Update C+C’s custom databases: Salesforce-based CRM and products database, Asana project management database

QUALIFICATIONS
• Minimum of two years’ experience in HVAC, home remodeling, or construction
• Must be physically able to fulfill job functions, including lifting up to 35 lbs, carrying equipment, transporting and climbing a 10ft or retractable ladder, work in confined spaces including but not limited to attics and crawlspaces, and using small tools and testing equipment
• Current BPI or RESNET certification; RESNET Field Inspector certification will suffice, BPI certification preferred
• Must have a valid driver’s license, satisfactory driving record, and dependable transportation large enough to transport a 10ft or retractable ladder to job sites
• Residence in the region for which job is posted, Spokane preferred
• Proactive self-starter with excellent time management skills and the ability to learn new information quickly
• Excellent communicator with strong customer service, relationship building, and account management skills
• Robust virtual training skills to include creating and delivering PowerPoints, managing invitations through outlook and leading zoom webinars
• Comfort presenting professionally in front of live and virtual audiences
• Ability to perform outreach to leads, both warm and cold
• Ability to communicate technical information to different audiences
• Strong written communications that articulate progress, support and needs as tailored to the audiences’ motivations and barriers
